Luong Tam Quang Biography

Lương Tam Quang (born 17 October 1965) is a Vietnamese politician and police officer who has served as Minister of Public Security from June 6, 2024.

He started in the security sector, serving as Head of the Economic Security Department and Deputy Director of General Economic Security.

He eventually worked as the deputy minister of public security’s assistant, the ministry’s deputy chief of staff, and its chief of staff and spokesperson.

In 2019, he was appointed Deputy Minister of Public Security and Head of the ministry’s Security Investigation Agency.

In January 2022, he was appointed to colonel-general. In January 2021, he was elected to the Communist Party’s 13th Central Committee.

Vietnam’s National Assembly selects a new public security minister

Vietnam’s National Assembly has passed a resolution appointing Senior Lt. Gen. Luong Tam Quang as Minister of Public Security for the period 2021-2026.

Quang was the lone option proposed by Prime Minister Pham Minh Chinh on Thursday, ahead of a closed vote later in the day.

Quang, 58, is a member of the Communist Party Central Committee and served as deputy minister of public security.

On May 21, the National Assembly dismissed then-public security minister To Lam from his job following his election as state president.

Dr. Nguyen Quang A, a Hanoi-based political observer, told Radio Free Asia. Quang’s nomination puts To Lam in a strong position, and it was the new president’s intention all along.

“There was unofficial information about a meeting on ‘strengthening key leadership positions at the Ministry of Public Security’,” he stated.

“The information, which went viral on social media, came from a photo of the meeting panel, whose attendees were believed to be the ministry’s important staff and police chiefs from cities and provinces.

“If the MPS Party Committee held such a meeting, To Lam must have been the mastermind because he’s still the committee’s secretary, although he’s no longer the MPS minister.”

The minister of public security is in charge of the police and security forces. They are in charge of Vietnam’s internal security, law enforcement, immigration management, and the protection of citizens from foreign dangers.

Quang was born in Hung Yen, a northern region. He attended Vietnam’s Public Security Academy and graduated.

He was the assistant to the deputy minister of public security before becoming the ministry’s chief of staff and spokesperson.

In 2019, he was appointed deputy minister of public security and the head of the Security Investigations Agency.

The ministry has four deputy ministers: Senior Lt. Gen. Tran Quoc To, Lt. Gen. Le Quoc Hung, Lt. Gen. Nguyen Van Long, and Lt. Gen. Le Van Tuyen.
