Constant Mutamba Biography

Constant Mutamba Tungunga, born April 24, 1988, in Luputa (Lomani province), is a politician from the Democratic Republic of Congo (DRC).

He is the youngest of the twenty-six candidates for the 2023 presidential election under the label of his political group, Dynamic Progressive Revolutionary (DYPRO).

After graduating from the Protestant University of Congo, he took the oath and became a lawyer at the Kinshasa Gombe Bar.

Then, he was appointed mining and quarrying agent in November 2019.

Founder of the law firm MKM LAWFIRM, he is Executive Secretary of the body of mining and quarrying agents (CMMC).

Constant Mutamba obtained his state diploma in 2008 at the Maele du Sacré-Coeur college in the former Orientale Province, where he founded the Anti-cheating Association (ALT).

He spent his entire childhood there and experienced all the Rwandan-Ugandan wars of aggression in Kisangani.

Registered at the Protestant University of Congo (UPC), he was elected in January 2011, as president of the students and 1st vice-president of the Students of Congo (REC).

He obtained his diploma in public law at the Protestant University of Congo in Kinshasa (UPC-KIN), Constant Mutamba is Head of Works at this university, holder of a master’s degree in management and business law from the University of Liège (Belgium) and he is in the final year of his thesis at AIU in the United States.

Constant Mutamba Mining and Quarrying Agent

In November 2019, Constant Mutamba approved mining and quarrying agents to guarantee the proper application of mining laws and regulations in the Democratic Republic of Congo.

The Mining Code allows him, as an agent, to act as a representative and administrator with any mining operator.

Constant Mutamba’s Political Career

In January 2013, Constant Mutamba was appointed Assistant to the Governor of the former Orientale Province, Jean Bamanisa Saïdi.

In April 2014, he created the citizen movement which is the New Generation for the Emergence of Congo (NOGEC).

In March 2017, he became rapporteur of the Presidium of RASSOP and he was received by President Joseph Kabila at the palace of the nation as part of the consultations aimed at the establishment of the government of national unity.

In March 2018, he transformed the New Generation for the Emergence of Congo into a political grouping, which lined up candidates for national and provincial legislative elections.

In April 2018, he was appointed by the Chief of Staff Nehemie Mwilanya, a member of the Strategic Task Force to the presidency, a few days later, he signed the constitutive charter of the Common Front for Congo (FCC) of which he became a member of the political bureau.

In July of the same year, he was consulted by President Joseph Kabila, as part of the designation of the runner-up candidate for the 2018 presidential election.

In February 2019, he was appointed assistant to the FCC Coordinator, Néhémie Mwilanya, and rapporteur of the FCC Political Bureau.

In November 2021, he left the Kabilist political family and created with his companion Âgée Matembo, the Dynamic Progressive Revolutionary (DYPRO), a republican opposition.

Then, he delegated his comrade as quaestor of the Independent National Electoral Commission (CENI), on behalf of the political opposition.

In July 2023, under his leadership, he lined up more than 420 candidates for the national legislative elections, more than 1000 provincial candidates, and more than 3000 municipal ones.

On August 30, 2023, Constant Mutamba, 35, was one of the opposition candidates in the presidential election of December 2023.

On December 31, 2023, the Independent National Electoral Commission announced the provisional results of the elections of December 20, 2023.

18,45,338 voters cast their ballots. With 36,312 votes or 0.20% of valid votes cast in his favor, Félix Tshisekedi is ahead of Constant Mutamba and his 13,215,366 votes or 73.34%.

Constant Mutamba, one of the presidential candidates of the republic, says he notes that with partial elections as published by the CENI, the current president Félix Tshisekedi is the winner of the presidential election of December 20, 2023.

Vision

During his candidacy application, Constant Mutamba stated that his tagline, “Rupture 2023,” “embodies a potentially significant change for the DRC, offering citizens a clear political alternative”.

If elected, he promises to take bold steps to solve the catastrophic situation in the country’s east.

He takes a bold stance, stating that under his administration, “the DRC will actively fight against Rwanda and annex this country as the 27th province”.

His initiative, he says, strives to safeguard the DRC’s interests while also addressing existing security challenges.

He promises to combat corruption and financial crime.

He vows to establish an economic jurisdiction devoted to tracking “financial delinquents, those responsible for corruption”.

Who Is Constant Mutamba?

Graduate in Public Law, Lawyer at the Court of Matadi, researcher and teacher at the Faculty of Law of the Protestant University of Congo (UPC), Constant Mutamba Tungunga has devoted several research works to the analysis of the Congolese experience of constitutional rights.

Involved in several projects aimed at promoting the contribution of Congolese citizens to the reconstruction and development of their country, he has coordinated, since 2013, the investment promotion program in the Orientale Province in the DRC, and since 2014, he has directed the ASBL Nouvelle Generation for the Emergence of Congo (NOGEC) with its headquarters in Kinshasa.
