Sergei Aleksandrovich Karaganov (born September 12, 1952, Moscow) is a Soviet and Russian political scientist and economist. Doctor of Historical Sciences.

Scientific director of the Faculty of World Economy and World Politics, National Research University Higher School of Economics.

In June 2023 he called for a nuclear strike on Poland.

He is under international sanctions for supporting the Russian invasion of Ukraine and spreading Russian propaganda.

In 1974 he graduated from the Faculty of Economics of Moscow State University, majoring in political economy.

In 1979, he defended his dissertation for the degree of Candidate of Historical Sciences on the topic “Transnational corporations and US foreign policy” (specialty 07.00.05 – history of international relations and foreign policy).

In 1989, he defended his dissertation for the degree of Doctor of Historical Sciences on the topic “The Role and Place of Western Europe in the US Strategy towards the USSR (1945-1988)

Sergei Karaganov Scientific Activity

From 1974 to 1977 he interned at the USSR mission to the UN. From 1978 to 1988 he worked at the Institute of the USA and Canada of the USSR Academy of Sciences as a junior, then senior researcher, and head of the sector.

In 1978-1989 he studied the Afghan war as a scientific journalist. Author of three scientific works about the introduction of OKSV (40th Army) and USSR KGB units into the DRA.

Since 1988 he has been working at the Institute of Europe of the USSR Academy of Sciences (RAN), since 1989 – deputy director.

Scientific interests – foreign and military policy of the USSR/Russia, interaction between Russia and the West in the political, economic, and security fields. Global politics. International integration. Globalization. USA and UK.

Teaching – lecturing at various Russian and foreign universities and research institutes.

During the spring semester of 1991 – an honorary department was named after them. B. A. Rolling at the University of Groningen. Since 2002 – Head of the Department of World Politics at the State University – Higher School of Economics (SU-HSE).

From 2006 to 2018 – Dean of the Faculty of World Economy and International Politics of the State University – Higher School of Economics, since 2018 – Scientific Director of the same faculty

Author and editor of 17 books and brochures, published more than 250 articles on economics, foreign policy, arms control, national security strategy, and foreign and military policy of Russia.

Articles and books have been published in Russia, the USA, Germany, France, Great Britain, the Netherlands, Finland, Denmark, Greece, and other countries.

Sergei Karaganov Social and Government Activities

1989-1991 – official expert of the Committee on International Relations of the Supreme Soviet of the USSR. Since 1991 – a member of the Foreign Policy Council of the Russian Foreign Ministry.

Since 1992 – Deputy Chairman, since 1994 – Chairman of the Presidium of the Council on Foreign and Defense Policy – a public organization that now unites more than 150 prominent representatives of business circles and the media, major politicians, and heads of law enforcement agencies.

From 1993 to 1999, he was a member of the Presidential Council. Since 1993 – a member of the Scientific Advisory Council under the Security Council of the Russian Federation. Since 1996 – a member of the Advisory Council under the Chairman of the Federation Council of the Russian Federation.

Since 1996 – co-chairman of the board of trustees of the Foundation for the Development of Parliamentarism in Russia. Member of the Board of Trustees of the INDEM Foundation.

Since 2001 – Advisor to the Deputy Head of the Russian Presidential Administration for Foreign Policy.

In November 2004, he was appointed to the Council under the President of the Russian Federation to promote the development of civil society institutions and human rights.

De-Stalinization program:

On February 1, 2011, at a meeting of the Council under the President of the Russian Federation for the development of civil society and human rights, a working group led by Karaganov proposed a program of “de-Stalinization of society.”

Karaganov’s article “Not de-Stalinization, but Modernization of Consciousness” was written as an explanation of the project “On perpetuating the memory of the victims of the totalitarian regime and on national reconciliation” (referred to in the press as “de-Stalinization”)

The head of the political movement “Essence of Time” S.E. Kurginyan criticized Karaganov’s article, accusing him of criminally “inciting a civil war”.

In July 2013, Karaganov presented to RIA Novosti a draft program “Perpetuating the Memory of Victims of Political Repression.

Sergei Karaganov’s Attitudes towards Russia’s invasion of Ukraine

After the start of Russia’s full-scale invasion of Ukraine in 2022, he spoke in print in support of the invasion.

Karaganov viewed the events of the war in Ukraine as a clash with the West, which refused to conclude a just peace with Russia and created a system of global domination (“global liberal imperialism”)

Karaganov considered Russia’s actions aimed at preventing a third world war.

Later, in June 2023, on the pages of the magazine “Profile” and reprinted the material “Russia in Global Affairs”, he called for Russia to launch a preventive strike with nuclear weapons on targets in Central and Eastern Europe, which, in his opinion, could save humanity from a global catastrophe

On January 7, 2023, against the background of Russia’s invasion of Ukraine, he was included in the sanctions lists of Ukraine, the National Security and Defense Council notes that “in his speeches, S. Karaganov insists on the need to “resolve the Ukrainian issue” through armed aggression”.

On February 3, 2023, he was added to Canada’s sanctions list for being involved in the spread of Russian disinformation and propaganda.

On June 23, 2023, Karaganov was included in the sanctions list of EU countries for supporting actions that undermine and threaten the territorial integrity, sovereignty, and independence of Ukraine.

The EU noted that Karaganov “justified Russia’s invasion and spread Russian propaganda about the war, claiming that the West wants to destroy Russia and that military action is aimed at denazifying Ukraine and liberating Donbas.” For similar reasons, it is under Australian sanctions

I graduated from Moscow State University’s Department of Economics in 1974.

1974-1978: Doctoral candidate at the Institute of USA & Canada Studies (US&CSI).

1976-1977: Research trainee at the Soviet Union’s United Nations Mission.

1979 – defended a candidate (Ph.D.) dissertation on “The Role and Place of Transnational Corporations in US Foreign Policy.”

From 1978 to 1988, I worked at the US&CSI of the Academy of Sciences of the USSR as a junior fellow, senior fellow, and section leader. Specialization includes economic aspects of foreign policy, US-Soviet ties, US military strategy, weapons control, and European security.

1989 – defended a doctoral (equivalent to Dr.Hab.) dissertation on “The Role and Place of Western Europe in US Strategy Towards the USSR (1945-1988)”.

Since 1988, I’ve worked at the Institute of Europe of the Academy of Sciences of the Soviet Union/Russia. 1989–2010 — Deputy Director.

Dean of the Faculty (School) of International Economics and Foreign Affairs at the Higher School of Economics, since 2006.

Since 2021, I have served as the Scientific Head of the Faculty (School) of International Economics and Foreign Affairs at the Higher School of Economics.

Married to Ekaterina Karaganova-Miloslavskaya.

Has a daughter named Alexandra.
