With effect from October 16, 2014, Mr. Sandeep Poundrik has been appointed as a Part-Time Director on the HPCL Board.
At the moment, Mr. Sandeep Poundrik, IAS, is employed by the Ministry of Petroleum & Natural Gas in New Delhi as a Joint Secretary (Refineries).
Mr. Sandeep Poundrik serves as Joint Secretary (Refineries) for refineries, auto fuel policy, petrochemicals, the import/export of crude oil and other petroleum products, petroleum product pricing, biofuels, renewable energy and conservation, integrated energy policy, climate change, and national clean energy policy.
Before joining the Ministry of Petroleum & Natural Gas in New Delhi, Shri Poundrik worked for the State government of Bihar in some high-level positions, including those of Collector & District Magistrate in Gaya, Begusarai, and Buxar; Secretary, Energy; C&MD, Bihar State Power Holding Company; Secretary, Road Construction Department; and MD, Infrastructure Development Authority.
Mr. Poundrik’s educational history includes a master’s degree in public administration with a focus on international development from Harvard University and a gold medal in BE (Electrical) from Rajasthan University.
His works have been published by the World Bank under the titles “Group Disaster Risk Financing: Case Studies” and “Improving the Resilience of Livelihoods to Natural Disaster,” as well as by the Journal of Development Studies under the title “Leadership and Institutional Change in the Public Provision of Transport Infrastructure: An analysis of India’s Bihar.”
